Office cleaning is bought on price and judged on the things nobody specified: the state of the washroom at 15:00, whether the meeting room was reset, whether anyone has ever cleaned behind the coffee machine. A specification that lists "daily office cleaning" and nothing else gives you no way to say that a standard has not been met.
